Maxwell started his domestic cricket career with Victoria in 2009. In the following year, he participated in the Hong Kong Cricket Sixes competition and led Australia to victory, earning the Player of the Tournament honors.
He later made his professional debut in 2010. He played his first T20 Domestic match January 2, 2010 against NSW (New South Wales).
